This is a weak yi day master. Fire and earth stars are overly strong. The most important star in this kind of chart are the water stars. From the technical analysis, the weak yi wood day master needs the water resource star. Classical wise, yi wood day master also needs water star regardless of weak or strong. The ren water inside hai is very useful but this chart will be better off if the gui also protrudes in the stem. This is because the ji earth stars are in abundance and need more water stars to make them fertile. On top of that, the ji-si month pillar is a pillar with very dry ji earth protruding because ji sits on a fire star. So, gui water is very important in this chart.

Which is his best luck pillar?

Technically, it has to be either the water or wood protruding ones. Jia-zi is out because the ji stars will transform the jia into negative earth star with the support of the si month. Ren-xu is alright but the two sets of wei-xu destruction can give rise to some monetary problems. Yi-chou is very good because the self star also represent his noblemen and money. Unfortunately, the chou will clash the two wei stars which are the storage of the wood stars. I will go for gui-hai because

1. gui is his Useful god 
2. gui-hai provides much needed water to control the fire stars and to make the abundance earth fertile
3. hai and wei are part of the hai-mao-wei wood frame and wood stars represent his money.

Would the luck pillars of geng-shen and xin-you be good and favorable since metal gives birth to water and this chart needs water?

Not favorable because there's no water star to arbitrate the metal stars from clashing the yi wood day master.

There is a water star in the hour branch of the chart, is that not enough? Do you mean a water star at the stem? Or perhaps a pure water star like his best luck pillar?

Yes, you are right. Water star must be in the stem.
